The Vision of the Talitha Cumi Outreach Foundation, Inc. is to respond to the need of the poor
and needy in their physical, emotional, intellectual and environmental needs.
To attain the VISION, the Foundation has focused on the following:
- Women Empowerment: To empower women with skills by way of training programs for technology,
emergency, self-sustainability, survival, social development, and physical education.
- Community Development: To develop communities by providing livelihood opportunities, medical/dental
assistance, feeding programs, relief goods distribution, social development and
leadership programs, youth development programs, beautification, cultural arts, and
health programs, emergency awareness programs, and encouragement of the Filipino
concept of "Bayanihan" (volunteerism).
Recipients have been selected through the following criteria:
- Living in a depressed community
- Teachable and hardworking
- No regular income even to feed family
- Not a professional squatter
- No one is currently helping them
These people must have an existing recommendation from their respective community workers
or barangay officials for us to make sure that somehow they possess at least an average moral
standard.
By inviting community leaders who think that their group deserves to be helped, we welcome
them to submit a Letter of Intent to the Foundation. Scouts are then sent to investigate in
these areas to qualify.
Before we leave a community, we'd like to make sure our beneficiaries in that area can be self-sufficient,
self-dependent, self-reliant and each can be a more productive person within the community. In short,
we first give them "fish," then we teach them "how to catch fish."
We invite you to come and help them have hope and rise up from their very limiting situation.

The Talitha Women Empowerment Movement (TWEM) has set up mini-seminars
to impart knowledge to the group of women (and even some men) which are useful not only
for personal use but can trigger interest to make it a livelihood opportunity. The small
group that learned will be the same group to go to each beneficiary-community to impart
the said knowledge as well. Since it will be costly for them to come over, instead, we will
bring the knowledge to them as part of the upliftment the Foundation is doing for them.
